Bungie confirm that using overlays or performance tools with Destiny 2 PC will not get you banned.

Destiny 2's PC launch went more smoothly than you might expect, will little to no major issues. There's a few known problems that Bungie are working on, but they're mostly affecting a minor section of players. That is, apart from claims that innocent players are getting banned for cheating, simply for using third-party programs for game capture or voice communication.

list of programs on the Destiny 2 subreddit claimed that players using OBS or XSPLIT (two video capture programs that are explicitly not supported when the game is in fullscreen mode), the overlay parts to Fraps, Discord, or Mumble, and hardware monitoring software MSI Afterburner or EVGA Precision XOC can be permanently banned for using them while in the game. 

Since players have made these claims, though, Bungie have issued a full statement on the matter, making it clear that this is not the case, however, as there are no automatic bans in Destiny 2, and only those "using tools that pose a threat to the shared ecosystem of the game" were banned.
